We are proud to introduce a newly developed Head and Neck Surgery Fellowship program based in two high-volume private practice offices in Michigan and led by two experienced fellowship directors dedicated to advancing subspecialty training.
By combining academic rigor with real-world clinical experience, the fellowship offers a unique training environment that prepares surgeons for independent practice while maintaining the highest standards of surgical excellence.
Situated across two complementary practice sites, fellows will gain exposure to a broad spectrum of pathology, diverse patient populations, and varied healthcare delivery models. The dual-director structure provides continuous mentorship, multiple perspectives in clinical decision-making, and a rich educational experience grounded in both expertise and collaboration.
Through advanced surgical training, structured education, and longitudinal patient management, this fellowship emphasizes not only operative mastery but also functional preservation, oncologic principles, and quality of life outcomes. Fellows will complete the program equipped with the confidence, judgement, and professionalism required to deliver comprehensive head and neck care at the highest level.

Fellowship Co-Directors
Justine Moe, DDS, MD, FACS, FRCD(C)
Dr. Justine Moe is a surgeon with Oral Surgery Associates of Lansing in Lansing, Michigan. Dr. Moe graduated from Emory University School of Medicine in Atlanta, Georgia and from Dalhousie University School of Dentistry in Halifax, Nova Scotia. She completed internships in Oral and Maxillofacial Surgery at both the University of California, Los Angeles and at Emory University. She obtained residenty in Oral and Maxillofacial Surgery at Emory University. Dr. Moe went on to complete her fellowship in Head and Neck Oncologic and Microvascular Surgery at the University of Michigan. She has served as associate professor, OMFS residency program director and associate director of the head and neck surgery oncologic and microvascular reconstructive surgery fellowship at the University of Michigan for several years prior to joining her current practice.
Dr. Moe currently serves as Adjunct Clinical Associate Professor in the Department of Cardiology, Restorative Sciences and Endodontics at the University of Michigan and as Adjunct Professor of Oral and Maxillofacial Surgery at the Detroit Medical Center.
Dr. Moe specializes in the treatment of head and neck cancer and non-cancerous tumors. Her clinical practice focuses on the comprehensive rehabilitation for facial deformities and tumor resection surgeries, including reconstructive surgery, dental implant rehabilitation and facial cosmetic procedures. Her research interests include clinical and translational research in epidemiology of head and neck cancer, innovations in surgical oncology, and novel training models in surgical training.


Carlos A. Ramirez, MD, DDS, FACS
Dr. Carlos Ramirez is in private practice at Head and Neck Oncologic and Microvascular Reconstructive Surgeons, a Division of Skyline Plastic Surgery. Dr. Ramirez graduated from the Wayne State University School of Medicine in Detroit, Michigan and from the University of Detroit Mercy School of Medicine in Detroit, Michigan. He completed an oral and maxillofacial surgery internship at the University of Pittsburgh Medical Center in Pittsburgh, Pennsylvania. He completed his residency in oral and maxillofacial surgery at St. John Providence Health System in Detroit, Michigan and went on to complete his fellowship in head and neck oncologic, microvascular and reconstructive surgery at the University of Florida College of Medicine - Jacksonville, in Jacksonville, Florida. He has served as program director of the oral and maxillofacial surgery residency program and fellowship director of the head and neck oncologic, microvascular and reconstructive surgery fellowship program at Ascension Health.
Dr. Ramirez holds the position of Associate Professor for the Department of Surgery at Michigan State University.
Dr. Ramirez specializes in the treatment of head and neck cancer and other benign tumors of the head and neck, transoral robotic surgery, skull base surgery, reconstruction for defects of the head and neck with a special emphasis on microvascular free tissue transfer techniques, pedicled flap reconstruction, secondary aesthetic reconstructive procedures, extremity reconstruction and thyroid/parathyroid/laryngeal cancers. Dr. Ramirez has a passion for teaching and travels extensively both in the United States and abroad to share his knowledge and experience, recently focusing on providing hands-on microvascular courses in the Latin Americas.
